Airlines approve ADP Group's regulation plan

On 7 September 2026, airlines approved the draft Economic Regulation Contract of the ADP Group in the Economic Advisory Commission. Among the 19 members called to vote, eight were in favour, six against and five abstained, in an advisory opinion that validates the compromise reached between the French State and the manager of Paris-Orly and Paris-Charles de Gaulle airports.

The plan provides for €8.2 billion of regulated investments over eight years, to accommodate up to 18 million additional passengers by 2034. The ADP Group is prioritising the modernisation and optimisation of existing terminals, including border controls and baggage handling systems, after abandoning the project for a Terminal 4 in Roissy.

Airport charges are expected to increase on average by up to 2.1% above inflation, less than the 2.6% initially planned. The distribution of investments allocates 40% to the network of connections and 20% to point-to-point flights, which has been opposed by some companies, while Air France and traditional carriers have supported the plan to defend the competitiveness of the Paris hub vis-à-vis Amsterdam, Frankfurt and London.

Once the consultation with users has been concluded, the French Directorate-General for Civil Aviation must submit the process to the Transport Regulatory Authority. The regulator will issue a binding opinion by the end of 2026 on the costs and profitability granted to the operator. If it gets the green light, the contract will come into effect on January 1, 2027.
